Northwest Workforce Council Announces Request for Proposal (RFP) Process to Secure One-Stop System Operator

Northwest Workforce Council (NWC) is requesting proposals from an organization, or consortium of organizations to fill the role of One-Stop System Operator (OSSO) under the Workforce Innovation and Opportunity Act (WIOA) for the Northwest Workforce Development Area, comprised of Whatcom, Skagit, and Island counties. Period of July 1, 2026, through June 30, 2027.

Questions and Answers re: RFP
Any questions must be submitted to info@workforcenorthwest.org. Questions posed by phone or in-person will not be accepted. Q & A period is April 13 – 22. All questions received through that date will be posted here with answers provided. Applicants should review this site regularly through completion of the Q & A period.

Maximum amount in federal funding for this proposal: $35,000.

Incumbent Worker Training

Funding is available to support the “upskilling” (training) and retention of your current workforce through NWC’s Incumbent Worker Training Program.

  • Group training projects, including those serving multiple employees, will be considered for up to a maximum of $60,000 of direct training costs, excluding any employer match.
  • Notice will be posted here when funds are no longer available.
  • NWC reserves the right to limit the amount per employee of direct training costs excluding employer match.
  • Training projects are subject to approval by NWC.
